Tab-Index in Properties for IP Protocoll window not correct.

This is not a really important bug, but it still makes usage of ReactOS inconvenient. When manually setting up my IP in the "Properties for IP Protocoll" window, I can't use tab to jump from box to box. It sometimes goes to the buttons, sometimes goes nowhere, ...
