Make a ReactOS/Windows port of Razor Qt

Razor Qt is part of the lightweight portable Qt Desktop project. Importing it to ReactOS and making it an alternative shell will make it a common desktop shared between OS X, Linux and React OS.

For most windows features I think that the work already done for the ROS shell can be reused.
