PATCH: New piperead command for Powershell

New piperead command

Piperead can be used by log2lines -P in Powershell to overcome a few important limitations in this shell:

• No input file redirection.
• No support for pipelining byte streams, needed for the log2lines -c option.
  (AFAIK line by line is the best you can get in PS)

The existing piperead.cpp is revamped quite a bit:

• Added Pipe client function, based on msdn example
• Improved option handling (try piperead -h)
• logging, error handling
• Integrated in build (pipetools.mak)
