RosBE patch.exe is a debug build

I'm not sure where we get patch.exe, but the current version is a debug build – I just got an assertion failure in it.
For next RosBE: make sure we ship a release build (of whatever is the latest version), make sure it has a manifest embedded.

I'll gladly take care of building/adding the manifest if that helps when the time comes; just adding this so we don't forget.
