Mark the isolated cases of todo_wine as todos instead of failures

Many of the tests that are currently marked as failures, are in fact expected failures in Wine, marked as wine_todo. In general we treat them as failures on our side, but in many specific, isolated cases, there is pretty much nothing to do on the ReactOS side to fix those (they belong to fairly isolated modules/code). We introduced a way to properly mark these todos instead of counting them as failures, in r60074.
