advapi32_winetest:service timeout tests disabled because they take too long

    Description

      These tests intentionally cause the service manager to time out four times. This means a successful run takes two minutes.
      It is a waste of valuable testbot time to do this on every commit, so these tests are disabled.

      This task is to keep track of that fact that this is skipped and to explain the reasoning behind this. It is NOT a bug that needs to be fixed.
