RtlGenerate8dot3Name - set correct locale

    Description

      The tests in RtlGenerate8dot3Name are written for a french locale,
      this patch sets a french locale.
      This makes all tests succeed in my (english) test vm,
      both in w2k3 and in reactos.

      please note: this test doesnt work on msvc, a file BOM was missing?
