Inconsistent results from ws2_32:recv apitest on testbots

    Description

      While working on CORE-12096 I noticed random failures on the testbots for ws2_32:recv on both KVM x86 and KVM x64 as can be seen here:

      After looking into these, I believe that I have a fix for these.
