Moving window off-screen and back causes graphical glitches

    Description

      (Please fix my bad english)

      This bug happens on slow CPUs or while fast CPU is under heavy load.

      1. Load the CPU with some work
        (for example, with this: http://www.softportal.com/getsoft-22661-cpu-stress-test-cst-1.html )
      2. Start My Computer.
      3. Move it's window around the screen partially hiding it behind the edge of the screen.
        Observe the glitches.

      This is likely recent regression.
