Disorder in tooltips for "Back" and "Forward" GUI buttons

"Back" and "Forward" buttons are supposed to have two types of tool-tips: One for the inactive state (as simple as "Back" and "Forward”) and another for the active state, when there exists a destination (like "Back to" and "Forward to").
Currently for the "Back” button is functional only the active state tool-tip, and for the "Forward" button - only the active state tool-tip (which acts for both active and inactive).
