[devmgr] Action menu is wonky

In the Device Manager, the action menu is really weird. It acts like it's not pressed and sometimes when the menu is open, it looks to be closed. Note that this is the item that says Actions and not the menu itself. Also, open one of the other menus such as Help and mouse over the menus. The action menu will appear to be stuck. I'll upload a screenshot when I can.
