ReactOS is missing 'window flashing' support

    Description

      If a window is not in focus and needs the user's attention, in Windows, the taskbar and window will flash. In ReactOS, nothing happens. Here's a nice app one can test with : http://www.ntwind.com/software/utilities/badapp.html
