rapps isn't showing database contents

After downloading a database cab file, rapps has to transform the file paths for cabinet library and provide them as ASCII. Problems occur on this step when true Unicode filepaths are involved (like in Romanian version), and the files can not be identified correctly. That means a failure in database files extraction and subsequently - a failure in showing anything on the "Available for installation" section. The attached patch uses the short paths to work around the lack of Unicode file access interface of cabinet library.
