[RAPPS] switch from cabinet to minizip

    Description

      I propose to drop cabinet dependency and minizip from zlib/contrib as unpacking library and use zip files for RAPPS database download. This library is already used in zipfldr development AFAIK.
      Main reason is that cabinet.dll has no Unicode API which can lead to bugs like CORE-10501. It would be also possible to implement CORE-13982.
