Strange behaviour of the function GetShortPathNameA

Can't understand why. If the file path contains only English characters, the function works just like in XP. Otherwise, it returns a different value.

For example: in XP function for paths "C:\Новая папка\BdeInst.dll" will return a value "C:\9B02~1\BdeInst.dll". IN ROS: "C:____~1\BDEINST.DLL". What is the reason and will this affect applications?
