[explorer] Create custom shortcuts in Programs folder

When the user opens up the Customize Classic Start Menu dialog, the user can add a shortcut to a file/folder they want. In Windows, it normally asks which folder of the start menu to place the shortcut. In ReactOS, that feature of appwiz is unimplemented (of course ) so instead it creates the shortcut in the user's start menu folder. However, for it to show up in the start menu, it needs to be in the programs folder of the start menu. The attached patch fixes the issue.
