.Net Framework 1.1 fails to install

    Description

      .Net Framework 1.1 from RAPPS fails to install somewhat near the end of the install as seen in dll fail.png. The log after the installer closes is filled with: 

      Potentially leaking key security descriptor. Please call CmpFreeSecurityDescriptor(lib/cmlib/cmkeydel.c:218)

      I am using revision 70646.
