[WIN32SS] generic mouse button messaging issue - failed closing context menu via right-click

      ros gcc bootcd r70663

      There must be something strange going on deeper than shell32 in reactos about handling mouse-messages.

      Steps to reproduce:
      -Open a context menu via right click
      -when it is open, single-click with right mouse button somewhere else (out of context menu area)

      Expected result:
      The context menu closes on RBUTTONDOWN.

      Observed result:
      It does not.

      Many, but not all programs are affected.

      Some examples can be seen in this video.webm:

      • our explorer's taskbar context menu
      • our explorer's startmenu item context menu
      • a context menu from within rapps

      All of those tools perform fine when run under real windows. Especially rapps is interesting here as I don't think it depends that heavily on shell32-stuff as our explorer does.

      Noteworthy: Some context menus do also work fine on ros, e.g:
      -context menu of a desktop-icon from our explorer
