[PATCH] Explorer band implementation (folder treeview) + base bar fixes

    Description

      This patch brings to live a beginning of explorer band for the shell browser, also with basebar and basebarsite fixes and missing pieces to get everything working.

      It is still WIP and some parts are still hackplemented (just enough to make things to work), but it brings to life a wanted feature

      PS: it requires proper CompareIDs to work properly (what https://jira.reactos.org/browse/CORE-10747 patch fixes). Also attached the 39x11 bitmap for the close band toolbar button.
