No desktop icons when LiveCD with Russian language is started

    Description

      When I select Russian language, then click "Run ReactOS Live CD" button, I see empty desktop and non-working start menu.
      When I press Alt+F4, shutdown dialog appears, but it is broken too: some text is rendered as question marks.

      Screenshot and debug log are attached.

      Version tested: livecd-70979-dbg.iso with VMware 12.1.
