drag & drop with right mouse button misses context menu but moves

    Description

      affected reactOS trunk 71300, 0.4.1RC1, 0.4.1RC3

      1.) open explorer window
      2.) drag a file with right mouse button into a folder

      observed result: the file is moved (dangerous)
      expected result: we should see a context menu on r-button-release letting user choose to "copy/move/create link/abort/and whatever 3rd-party integration places here"
