[devmgr] [dxdiag] [netshell] Improve russian translation (P 1 / ?)

The attached .diff-file contains translated strings:

• A part of diagnostic messages;
• All menu entries - with Accelerators
• Another text strings;
  [dxdiag]
• fix typos.
  [netshell]
• Translated ReactOS Setup screens about networking (it seems that its logic is in this module).
