[USER32] incompatible icon scaling when using kernel32.dll from 2k3sp2

Description

    LOAD_LIBRARY_AS_IMAGE_RESOURCE and LOAD_LIBRARY_SEARCH_SYSTEM32 are Vista+ flags.

    the part of that in user32 (symptom of the title) regressed by:r71609
    and part of it in shell32 regressed by
    r51768 already, but that 2nd less important part was fixed accidently by 0.4.10-dev-106-g222534a

    reactOS r72740 can boot up using kernel32.dll from 2k3: fine.

    But when doing so, some icons get scaled wrong.

    Task: if possible, create a kernel32-test-case for that
    and fix the underlaying incompatibility in our kernel32.dll
