Regression, we can not longer boot to the desktop with kernel32.dll from 2k3sp2

    Description

      Reported today by DougLyons in chat, that we can not longer boot to desktop with that replacement.

      I know for sure from my personal notes, that I booted successfully to desktop with replaced kernel32.dll 5.2.3790.3959 in ros SVN revision r73378.

      So we have a regression, and I need to bisect to the guilty rev.
