Add _wtof CRT function

      Description

      The _wtof CRT function is missing in our CRT, while atol/wtol and atof can be found. This blocks several applications from starting, such as the OSPPSVC (Office Software Protection Platform) service, and this makes the Office 2010 installation fail.
