ReactOS executes extensionless files in PATH

    Description

      In cmd, create a text file:
      dir > C:\Reactos\system32\notepad

      notepad can't be launched anymore and displays IDS_SHLEXEC_NOASSOC "There is no ReactOS program configured to open this type of file."

      The binary can still be launched with full name aka notepad.exe.
