Make Desktop/Explorer hotkeys fully configurable

    Description

      A convenient way to freely configure the global hotkeys of Desktop/Explorer would be nice (unlike in Windows, where all of the hotkeys are hardcoded, which made it impossible to use Ctrl+Shift+Number for keyboard layout switching since Windows 7).

      As a suggestion, create "EHotkeys.cpl" control panel module, which would read and write registry entries for "global" Desktop/Explorer hotkeys.

      Attached a simple mockup (created in Delphi) to illustrate my idea.
