Incorrect cursor when the Start menu is opened

First I place the cursor on the edges of the taskbar (1.png) and press the Win button on the keyboard. After that, the cursor remains the same, regardless of the move (2.png, ros.log). Even when moving to the desktop area, the cursor remains the same (3.png). But if you call the Run (Win + R) window, the stretch cursor will be replaced by the regular arrow when it is outside the Start menu (4.png and 5.png).
