[SHELL32] missing german translation and sort treeview alphabetically

I added the german translation for shell32 advanced folder view properties.
Translation itself is good:
00_before.png
01_after.png
10_before.png
11_after.png

Still in english version those options are sorted alphabetically and this is still not performed properly for german and other translations.
Therefore I would like us to not commit this before we can fix the ordering with the same commit.
