recycler neither has a default size-limit nor can you set one, which is very dangerous

    Description

      reactOS r75743.
      I filled my C:\ drive almost to the brim for a test.
      When I deleted all the crap-files, no space was reclaimed.
      I double-checked: the recycler filled my whole drive then.
      I deleted its contents and set a maximum size for recycler of 100MB and redid the test.
      The maximum size does not seem to have any effect currently - again the whole drive was filled to the brim by recycler.

      It is important that we can limit the recyclers size to guarantee proper OS operation!
      Even more important as long as the setting to "disable recycler" in recycler-properties has no effect.
