The recycle bin is broken.

    Description

      The recycle bin is broken. If I try to use the "delete" option, the item gets deleted immediately. If I try to drag it onto the recycle bin icon, it gets deleted immediately. if I drag it into the recycle bin, it gets deleted. Even if I try to drag it into the RECYCLED folder, it still gets deleted!
