REGRESSION: Java setup creates heap corruptions since r75969 (and its cpl + dependant app do not start up anymore)

0.4.7-dev-605-g804092f

I can not longer properly use Java 7u80 from rapps.
Its setup gives heap-assertions now.
I regression tested this and the guilty revision seems to be r75969.
Behavior is very flaky since this rev as I noted in my java-regressionTest.txt

When I try to startup the Java cpl later it does not work reliably.
Also the dependant app pdfsam 2_2_4 does not longer start up. 0.4.7-dev-605-g804092f-pdfsam2_2_4.log

All 3issues were not present for me in r75968 and earlier.
