[RAPPS-DB] MikTex 2.9 setup does not longer pass integrity check and is now a Vista+ binary

I tried to download MikTex 2.9 for 0.4.7RC1-rls test.

Miktex 2.9 setup did not pass integrity 2times downloading - the exe must have changed.
When I start it it tells me ERROR_BAD_EXE_FORMAT.

After checking with depends, I see it imports
Kernel32::GetTickCount64() and
Kernel32::InitializeCriticialSectionEx()
which means we have a Vista+ setup here.

Installer version states 2.9.6406.0 from 2017.

I would search for a compatible downgrade, ok?
