Display settings dialog is too big

The display settings dialog does not reasonably fit in a 640x480 screen area, even in the classic theme. This creates usability issues when the screen area is 640x480. In windows XP, however, the size is such that it fits just fine with the default theme, Luna, applied. The size should be such that I can at least read and click the buttons.
