Qbittorrent 3.2.0 setup has issues with german umlauts äöü, Greek glyphs are expected instead of TofuBlocks

Start the setup of https://sourceforge.net/projects/qbittorrent/files/qbittorrent-win32/qbittorrent-3.2.0/

During the setup the german umlauts äöü are not displayed properly as you can see in german.png.

"Tofublock-" shall be capital "Ö" Edit: my initial expectation turned out to be wrong
"TofublockTofublock" shall be "ü" Edit: my initial expectation turned out to be wrong

This is known to be broken like that down to at least SVN r68903.

Nothing of interest gets logged.

Interesting observation
The expected result is actually not äöü, but Windows does display Greek glyphs here (due to a bug in that installer). So we should display Greek glyphs as well:

My initial expectation that it should display the proper german umlauts äöü was wrong!
