Ctrl-dragging an item from the desktop doesn't work if said item is from "All Users" desktop.

1. Create an item in the "Desktop" folder under "All Users".
2. Refresh your desktop.
3. Try to Ctrl-drag said item either to the desktop, or to another folder.

Nothing happens. The expected result is that it copies the item. If it is ctrl-dragged to the desktop, it should copy it to the current users' desktop.
