NT 4.0 winfile.exe needs functions in mpr.dll

    Description

      With no compatibility mode, it starts up and gives me this error:

      Unable to initialize background update support.

       

      If I run it in NT 4.0 compatibility mode, which probably should not be needed, it only gives this error:

      The instruction at "0x7c947cd8" referenced memory at "0x00000000".

       

      Attached are two debug logs. In regular mode, the debug log consistently says:

      The first time I ran it, the debug log also said:

      WARNING:  MmLockPageableDataSection at ntoskrnl/mm/ARM3/drvmgmt.c:62 is UNIMPLEMENTED!
