Regression: NLite 1.4.9.3 (.NET2 app) does not longer close via top-right-x (NtUserGetObjectInformation UOI_FLAGS case)

      0.4.8-RC-18-g64dcc95 gcc dbg

      Reproduction steps:
      -download & install .NET2 from rapps
      -restart like .NET2 wants
      -install nLite-1.4.9.3.setup.exe
      -start up its main app
      -try to close it via the top-right-x in titlebar

      Expected behavior:
      -The app presents a "do you wanna close"-msg-box r74004.png, on yes it closes

      Observed behavior:
      -"nothing happens", we do not get the close-confirmation-box, the app also does not close
      -ros logs

      (../../win32ss/user/ntuser/winsta.c:735) err: UOI_FLAGS unimplemented!

      I noticed this issue for the first time in 0.4.6RC1. It did not change since then.

      In r73036 (around 0.4.3rls) the close button did still close the app. (but led to CORE-12243 afterwards).

      This ticket blocks CORE-12243.
