In Win10 this is handled with a shell extension:

C:\Windows\Fonts>type desktop.ini

[.ShellClassInfo]

CLSID={BD84B380-8CA2-1069-AB1D-08000948F534}

On 2k3 this is done with the super secret 'UICLSID' key in a desktop.ini

UICLSID={BD84B380-8CA2-1069-AB1D-08000948F534}

On Win10 this clsid seems to be registered as 'shell folder',
on 2k3 ShellExView only shows an icon handler from fontext.dll.
