The icons in the headings of some windows are not displayed correctly

The icons in the headings of some windows are not displayed correctly:
The 16x16 icon should be displayed with two blue lines across the page.
In ReactOS it is displayed with one blue line and along the page.
Strangely, but in Windows XP, too, an error - the icon is displayed with two blue lines, but along the page.

I did two tests (they are almost identical, during the test they unpack a harmless text file into a temporary folder):

I do not know how to do this. But perhaps to find other errors. You will need other tests for different windows.
