Title icons are 32pixel downsized to 16pixel

    Description

      The icons in the taskbar are not 16pixel icons. The ones provided by shell32 are 16pixel but the ones from applications are 32pixels downsized. As you can see in icons.png, the 16pixel icon for Wordpad does not have a wine glass while the icons in the taskbar have a wine glass.
