Compatibility mode version setting doesn't work for MSI installers.

When trying to install more recent versions of Mono I discovered that setting the Windows version higher than XP does not work with MSI based installers as trying to run mono-4.8.1.0-gtksharp-2.12.44-win32-0.msi will just give an error that it requires a newer version of Windows.  However it installs fine after removing the version check from the msi file itself using Orca.
