Reproduction steps
-open taskmgr and kill the spoolsv.exe (the print spooler service)
-open servman
Observed result
-servman still shows the spooler to be running, F5 or restarting servman does not change that
Expected result
-servman should recognize the service to be in stopped state
This happens for all services, also non-ros ones.
I did not double-check whether that happens also with our servman.exe in Windows XP, so I can not say whether issue in servman or in the way we deal with services.
