When nfsd service is running, ReactOS takes multiple minutes to shutdown

      0.4.11-RC-11-g842671e

      Reproduction steps
      -boot ros
      -open servman
      -run the nfsd service
      -shutdown ros

      Expected result
      ros shuts down within a few seconds

      Observed result
      ros takes several minutes to complete the shutdown.
      It hangs at this screen either after

      (win32ss/user/winsrv/usersrv/shutdown.c:793) Terminating process 3a4 (\Device\Harddisk0\Partition1\ReactOS\system32\nfsd.exe)

      or even after the lines that come usually at the very last of shutdown

      WARNING:  PoStartNextPowerIrp at ntoskrnl/po/power.c:621 is UNIMPLEMENTED!
