Make text-mode setup VGA 640x480 graphic mode if CJK

    Description

      If the first stage setup was in VGA 640x480 16-color graphic mode, we can render Japanese or Chinese text to the screen and we can fix CORE-5052. One character size will be 8x16 or 16x16 dots.
