IsHungAppWindow reports hung within 5 seconds

    Description

      IsHungAppWindow function is a function to get the current hung status.
      Detection of the hung status has to be delayed 5 seconds (MSQ_HUNG).
      ReactOS wrongly reports the hung status immediately after the message was stopped.

      The test programs: HungChecker.zip and HaltWindow.zip

      IsHungAppWindow has to report hung for the Ghost windows.
