    Description

      Issue description in a single screenshot:

      Just set my 16x16 bitmap 16px.bmp as desktop wallpaper, and move windows / pop up menus / anything else to reproduce this issue.

      Known facts:

      • Bug does not depend on screen resolution / bit depth
      • Not depend on wallpaper bit depth
      • Does not matter whether explorer.exe is running or not
