Minimized windows don't show when Explorer.exe is closed.

Steps to reproduce:

1. Open any program that is not explorer.
2. Close explorer
3. Minimize the program

Result is the program shows absolutely nothing upon being minimized. Expected result is a miniature window is shown in the bottom left upon it being minimized.

I have attached images of the functionality in Windows. Attaching images from ReactOS would be pointless, as nothing happens.
