Restore window action does not restore the window to full screen size

Tested Software
Applies system-wide to all windows

Expected Result
The window is restored to the exact size before minimization without any of its borders near the screen edge.

Observed Result
The window is restored but it has different size and it is not stretched to fill the screen.

Reproduction
Open some window
Maximize it
Minimize it
Restore it using taskbar or application switcher
