SteamCMD.exe Network Errors

Steamcmd is a program used to Download and Create Game Servers for Valve games. 

Steamcmd.exe is just the tool that Downloads and makes the folder. while SCRDS.exe is the server itself.

however, as seen in these two pictures:

there is an error that keeps showing up that Prevents steamcmd from Functioning correctly when Connecting to steam servers Or when downloading the initial files it downloads it gives out the error: \src\common\net.cpp (1995) : Assertion Failed : Unable to set default socket options, error 10022

Noticeable Errors From the Putty log:
